Went to Autozone and ordered a new pump. Should be here in the next hour. Already tore apart the current pump and ready to switch out. Then try again.

Rebuilt the pump and same problem. Well I noticed my orbital was slightly highter than the resivor. So, alotakids mentioned how he flushed the system. Put the lines in a cup of Royal Purply at the orbital and moved the tires by hand. Took 10 minutes and steering started to work instantly.
